EVENT BACKGROUND
The overall China municipal solid waste output is expected to reach 250 million tons in 2010 with daily capacity 684 thousand tons (accordig to "Eleventh Five-Year" Municipal Solid Waste Production Forecasting), accounting for 71% growth comparing to 2005. By the end of "National Eleventh Five-Year Plan", the nationwide biosafety treatment of urban refuse will be increased by 60 %, up from 27% in 2005, indicating 200 billion of huge output value. Besides, more than 90% of local counties are engaged in building and improving the refuse transportation system. During the period, Chinese government plans to invest total amount of 862.9 billion RMB to promote construction of urban refuse treatment and transportation facilities.

Facing the global environmental and energy crisis, China is making great effort to generate renewable energy from waste to reduce fossil fuels consumption, coal mining, oil importation and the emission of carbon dioxide. According to the "National Eleventh Five-Year Plan", refuse-fired power plant is one of the key sectors supported by the central government and the overall volume will be beyond 100 in the next five years. In addition, China will invest 150 billion and 473 billion yuan in hazardous waste and sludge treatment respectively to promote the technology innovation and industrialization.

However, the technological backwardness, funding difficulties in urban refuse treatment projects, lack of experience in plants operation, unbalance between cost and incomeand re-contamination from secondary pollution keep on playing impeding role in municipal solid waste treatment sustainable development.
